Hell yes they run! Just not all of the time. The hours in which zombies run do not very but are timed between the hours of 2200 to 0400. If you don't know how to read that, consider yourself dead.
Outside of that time zone they simply walk and you can run away from them easily, minus dogs and zombie bears. You may just want to lay in the fetal position and let them eat your face.
